Bipartisan legislation has been introduced, and is now up for funding consideration in Congress: Senate bill S 501, the Fostering Independence Through Technology Act...
... requires the Secretary of Health and Human Services (HHS) to conduct pilot projects for home health agencies to use home monitoring and communications technologies to enhance positive health outcomes for Medicare beneficiaries and reduce Medicare expenditures. We need congressional support in the form of co-sponsorship of S 501. Please
Tell Congress to support a Medicare Demo for Telehealth use in Home Health.
HHS must provide an incentive payment to each participating home care agency equal to a portion of the Medicare savings relative to the performance targets. The incentive payments in the aggregate, however, may not exceed the amount that the Secretary estimates would be expended to home health agencies if the pilot projects had not been implemented (i.e. budget neutral).
We believe that technology is part of the solution to improve health care outcomes, and specifically senior care health outcomes. S 501will give us an understanding of how we could link the payment for services using technology based on quality outcomes and savings.
