HUD headquarters has been responsive to our concerns about
suspended payment/reimbursement of previously approved service coordinator
costs using residual receipts.
We have been informed that
Associate Deputy Assistant Secretary for Multifamily Housing, Janet Golrick,
held a call with the Hub Directors yesterday, during which time it was stated
that “all currently approved agreements allowing owners to use residual receipts
to pay Service Coordinator program expenses must be honored through the term of
that agreement."
HUD staff is still working on details regarding the
procedures following the expiration of these agreements and the future use of
the funds for projects wanting to start a new program. We will
continue to work with HUD in support of a policy that will continue to make
funds available for service coordinators that are not funded by grants or
included in the regular section 8 budget.
Additionally, I’d like to clarify that while the Option 4
changes below will require a Rent Comps Study in order to get a budget-based
rent increase, OCAF adjustments to rent are not expected to have such a
requirement
