RUG-IV update

The House once again passed legislation (H.R. 5712) that included the directive to implement RUG-IV on October 1.  The Senate will now take up the bill; an effort apparently was made to have the bill pass by unanimous consent, but failed. AAHSA has sent letters to both the House and Senate supporting this bill.
